The Law on the Administrative-Territorial Organization of the Republic of Bulgaria from 1995 provides for mandatory zoning in the capital Sofia and in other cities with a population of over 300k people (Plovdiv and Varna are specifically mentioned), regulated by a separate law. Districts may be created by the municipal council in a municipality of a city with a population of more than 100k, each of which must have a population of more than 25k.
