An Act of Parliament in 1813 was meant to regulate the market. John Russell, the initiator of the act, commissioned Charles Fowler in 1830 to design the neo-classical market building that is the heart of Covent Garden today. The "greater part of the pillars" were built from granite quarried from Cairngall in today's Aberdeenshire. Further buildings were added - the Floral hall, Charter Market, and in 1904 the Jubilee Market for foreign flowers was built by Cubitt and Howard.
