After the decision had been taken in 1948 to hold the Parliamentary Council in Bonn, suitable premises were sought to accommodate the body. The academy buildings were chosen because they offered sufficient space to accommodate the constitutional convention. Funny thing is that Frankfurt am Main had already constructed a new plenary hall of the Bundestag, as it was competing with Bonn over the status of the capital.
