The previously independent rural communities in the rural mayor's office of Benrath were combined in a decree by Kaiser Wilhelm II on 21 April 1908 to form the rural community of Benrath. The mayor's office of Benrath now consisted of the two independent individual communities of Benrath and Garath. Groß-Benrath, as the residents called it, had been formed. Due to the successful development of Groß-Benrath from the middle of the 19th century with high tax revenues for the municipality, there were considerations to obtain city rights from the turn of the century. The construction of a representative town hall was planned. With the construction of the new town hall in 1906 on Benrodestrasse, the desire for town rights was underpinned.
